Food security issues
The contribution of food safety system is essential According to international (particularly European) standards, contribution of food safety system is necessary nowadays in NKR. Civilized countries try to provide the welfare of their population, to make the food production as a vital and prosperous part of the economy by realizing the simple truth that food is considered to be the first essential requirement. Health of the nation and its intellect/ mental strength depends on the amount and quality of food consumed by the nation. One of the important preconditions for having healthy nation is healthy food that is often thrown back in our society with a number of problems. For many people the cheapness of the product is more important than the quality of it. But if the public is not always concerned about their health and food safety issues, then the country must think about it by putting supervision and control over food produced, sold, as well as imported and exported in the country. The provision of food safety supplied to the population for consumption is one of the most important components of food security of our country. This approach is prescribed in the NKR law “on the provision of food security” adopted in 2003. Taking into account the fact that food safety system of NKR doesn’t guarantee the prevention of diseases caused by nutritional factors for the health of population and in this respect, a number of tasks that require solution exist, thus the requirement for the contribution of the provision of food security system in accordance with the international (particularly European) standards becomes actual. International experience shows that an important precondition for the development of food safety is the consideration of food chain as a whole from production to consumption for the purpose of protecting consumers’ health from possible adverse effects of food (the usage of “from farm to fork” or “from field to table” principle). For the provision of that precondition, many countries concentrated the functions relating to safety of food of plant and animal origin in all phases of food chain from the production to final consumption in one structure, which excluded the duplication of functions by other institutions, as well as contributed to their more effective implementation. In NKR, the contribution of food safety system in accordance with international (particularly European) standards will minimize the risks of effects on health conditioned by food factor regardless of occasional or continuous use of food as well as it will promote the potential of export of local food production. |
