Programs for the development of horticulture and greenhouses in the Republic of Artsakh have been approved

This program provides for the following activities: 1) Partial subsidization of the cost of seedlings, 2) Gratuitous financial support before the installation of urban protection networks providing information on the spot. Within the framework of the first event, a minimum of 0.5 hectares (on one chaste plot), and in the case of the foundation of a garden on the territory of a maximum of 10 hectares, partial subsidization of the cost of seedlings is carried out-a maximum of 1,000 drams per seedling. A prerequisite for the use of this event is the provision of irrigation water for the land plot (except for the case of the foundation of the garden in areas above 500 meters and more) and the submission of a certificate of the completed planting. Applications are accepted to the Ministry of Agriculture of the Republic of Artsakh in 2 stages – until May 1 and December 1. The second event provides for the provision of gratuitous financial resources for the installation of a city protection network in gardens based on an area of at least 0.5 hectares and a maximum of 10 hectares, in the case of each hectare of a park based on column processing – 3,000,000 AMD, in the case of each 1 hectare of a park based without a support and or) a new column processing, – 6 000 000 AMD. As part of this event, applications are accepted until September 1. It is noteworthy that persons who founded a new garden within the framework of the program, in the case of 5 years without gardening, are obliged to return the funds provided by them to the state budget of the Republic of Artsakh within three months after the violation was detected, and an unscrupulous applicant, in accordance with an unrealized period, is deprived of the right to participate in any state support program implemented by the Ministry. The goals of the “Program for the development of greenhouses in the Republic of Artsakh” are to increase the area of greenhouses and production volumes through state support, increase the level of competitiveness of manufactured products, and contribute to increasing the incomes of economic entities in agriculture. The following activities are planned to be carried out within the framework of the program: 1) Gratuitous provision of financial resources to persons engaged in greenhouse farming, 2) Provision of gratuitous financial resources for the construction of a new greenhouse, 3) Provision of gratuitous financial resources for the installation of a city protection network in a greenhouse. Persons engaged in greenhouse farms in the city of Stepanakert submit applications to the Ministry, persons who built a new greenhouse farm submit applications to the ministry, and persons who installed a city protection network in greenhouses submit applications to local self-government bodies (Stepanakert, the Ministry). Simultaneously with the applications, land users submit to local self-government bodies (Stepanakert, the Ministry) copies of certificates and passports on state registration of ownership rights, and (or) lease and (or) gratuitous use in respect of the relevant territories located within the administrative boundaries of communities. Provision of gratuitous financial resources to persons engaged in greenhouse farming is provided free of charge to persons engaged in greenhouse farming in Artsakh, for those engaged in heated greenhouse farming-6 000 000 AMD per 1 hectare (600 AMD per 1 square meter),for 1 ha engaged in unheated greenhouse farming-3 000 000 AMD (300 drams per 1 square meter). A prerequisite for the use of this event is the area of one whole greenhouse farm of at least 100 square meters. The program provides for the provision of gratuitous financial resources to persons building a new greenhouse in Artsakh. In case of construction of a greenhouse without the use of modern technologies-8,000 drams per 1 square meter, in case of construction of a greenhouse equipped with modern technologies – 22,000 drams per 1 square meter. The mandatory conditions for using this program are: Metallicity of the structure of the greenhouse under construction, coating glass and (or) polycarbonate, and (or) polyethylene film (the thickness of the polyethylene film is not less than 150 microns), the height of the side support pillars is not less than 2 meters, and the central height is not less than 4.5 meters; During the construction of a greenhouse without the use of modern technologies, the latter is at least 100 square meters (with one integral territory); In the case of the construction of a greenhouse with the use of modern technologies, the latter is at least 500 square meters (with one integral territory) and more. The Ministry accepts applications for the construction of a new greenhouse until November 1 of this year. It is important that within the framework of this event, persons who have built a new greenhouse farm, if they have not been engaged in greenhouse farming for three years, are obliged to return the funds provided to them to the state budget of the Republic of Artsakh within three months after the violation is detected, and an unscrupulous applicant, in accordance with an unrealized period, is deprived of the right to participate in any program state support provided by the Ministry. Provisions of gratuitous financial resources for the installation of a hail station network in a greenhouse is envisaged to be provided free of charge to persons who have installed a city-protection network in greenhouses -250 AMD per 1 square meter. The Ministry-applications of persons who have installed a city protection network in greenhouses in Stepanakert within the framework of this event, and the administrations of the districts of the Republic of Artsakh-information about persons who have installed a city protection network in greenhouses, are accepted until November 1 of this year.
