On February 24 the Minister of Agriculture of the RA Norayr Musaelyan convened an extended working meeting with the participation of the Chairman of the Committee on Material Damage of the RA Vahram Ghahramanyan, Deputy Mayor of Stepanakert, Deputy ministers, heads of structural subdivisions of the Ministry, heads of regional state administrations, heads of rural administrations.
The agenda includes discussion of issues related to the provision of state financial assistance to individuals and legal entities that have suffered material damage as a result of hostilities unleashed against the Republic of Artsakh on September 27, 2020.
In particular, the Minister touched upon the issue of numerous inaccuracies and inconsistencies in the data submitted to the RA Ministry of Agriculture from communities and regional centers regarding the number of livestock, orchards and agricultural equipment.
The exaggeration of data is largely due to the human factor. To this end, it was decided to create public commissions consisting of community leaders and members of the council, a public veterinarian and an agronomist, who together will carefully check the presence of this or that agricultural property (before the war) and the circumstances of its loss. “Only after that the data will be transferred to the Committee on Material Damage of Artsakh,”- Norayr Musayelyan said.
The main function of the new commissions is to verify by all possible means the authenticity of the available data on the lost property to present separate lists of registered and unregistered property.
The issue of revising the amount of assistance provided in case of losses, determining the procedure for providing assistance, giving preference to the families of the dead, injured and socially unprotected was discussed.
Chairman of the Committee on Material Damage of the RA Vahram Ghahramanyan welcomed the minister’s initiative to organize such a discussion, stressing that all data must be accurate and documented. Only then will citizens be supported. All kinds of disagreements and inaccuracies must be resolved with the intervention of the judiciary.
“If facts of fraud are revealed, the investigation of cases will be transferred to law enforcement agencies, information about the perpetrators will be made public. At the same time, we are talking about those people who have already taken advantage of the support,” – said V. Ghahramanyan.
